ทุน Development-Related Postgraduate Courses (EPOS) 2021/22 เป็นกลุ่มทุนที่มีจุดมุ่งหมายในการพัฒนาบุคลากรในประเทศที่กำลังพัฒนาทั่วโลก โดยเปิดรับผู้สมัครเข้าเรียนในหลักสูตรต่างๆ ในระดับปริญญาโท (และบางหลักสูตรในระดับปริญญาเอก) ในสาขาวิชาที่หลากหลาย ได้แก่ เศรษฐศาสตร์และบริหารธุรกิจ วิศวกรรมด้านพลังงานหมุนเวียนและการจัดการทรัพยากร  การวางผังเมือง เกษตรกรรมและป่าไม้ วิทยาศาสตร์สิ่งแวดล้อม สาธารณสุขศาสตร์ ศึกษาศาสตร์ นิติศาสตร์และนิเทศศาสตร์ เป็นต้น

ผู้สมัครทุน DAAD จะต้องมีคุณสมบัติเบื้องต้น คือ จบวุฒิปริญญาก่อนหน้ามาไม่เกิน 6 ปี ไม่ใช้ชีวิตอยู่ในประเทศเยอรมนีเกิน 15 เดือน นับถึงวันที่ปิดรับสมัคร มีประสบการณ์การทำงานอย่างน้อย 2 ปี ส่วนเงื่อนไขอื่นๆ ขึ้นอยู่กับการกำหนดของทางหลักสูตร

การสมัครจะเป็นการส่งเอกสารตรงไปที่หลักสูตร หรือมหาวิทยาลัยในกลุ่มทุน ผู้ที่สนใจสามารถอ่านรายละเอียดเกี่ยวกับวิธีและขั้นตอน ในการสมัครได้ในเว็บไซต์ของหลักสูตรหรือมหาวิทยาลัย

ผู้ที่ได้รับทุนจะได้รับการยกเว้นค่าเรียน (ถ้ามี) ได้รับค่าใช้จ่ายรายเดือน (850 ยูโรสำหรับระดับปริญญาโทและ 1,200 ยูโรสำหรับระดับปริญญาเอก) และค่าตั๋วเครื่องบินไป-กลับ

สาขาวิชาที่ให้ทุน: ไม่จำกัดสาขาวิชา
แต่คณะกรรมการกองทุนมุ่งพิจารณาคัดเลือกหลักสูตรและสาขาวิชาที่จะเป็นประโยชน์ต่อการพัฒนาประเทศบ้านเกิดของผู้สมัคร

โดยเฉพาะอย่างยิ่งการคัดเฟ้นผู้สมัครเรียนต่อระดับปริญญาเอก จะพิจารณาจากหัวข้อปริญญานิพนธ์ที่มีแนวทางในการพัฒนาประเทศและภูมิภาคอย่างชัดเจน แต่ไม่ได้มองข้ามการสร้างสรรค์และพัฒนาด้านวัฒนธรรม ปรัชญา ภาษา และอื่น ๆ

กลุ่มเป้าหมาย: ผู้รับทุนจะต้องมาจากประเทศกำลังพัฒนาในอัฟริกา เอเชีย ตะวันออกกลาง หรือละตินอเมริกา

มูลค่าทุนการศึกษาครอบคลุมค่าใช้จ่ายที่เกี่ยวข้องกับการศึกษา (สอบถามข้อมูลเพิ่มเติมกับผู้ให้บริการทุนการศึกษา)

  คุณสมบัติของผู้สมัคร
ผู้รับทุนจะต้องมาจากประเทศกำลังพัฒนาในอัฟริกา เอเชีย ตะวันออกกลาง หรือละตินอเมริกา จบการศึกษาระดับปริญญาตรี มีประสบการณ์การทำงานในประเทศบ้านเกิด

มีความสนใจศึกษาต่อระดับปริญญาโท หรือปริญญาเอกที่มหาวิทยาลัยในเยอรมนี หรือทำโครงการวิจัยหลังปริญญาเอก (ระยะเวลา 2-6 เดือนสำหรับอาจารย์มหาวิทยาลัย) ที่มหาวิทยาลัยในเยอรมนี

ผู้สมัครที่นับถือคริสเตียนคาทอลิก (หรือเป็นสมาชิกนิกายในศาสนาคริสต์) จะได้รับสิทธิพิเศษในการพิจารณาให้ได้รับทุนก่อน แต่ผู้สมัครจากศาสนาอื่น ๆ สามารถสมัครขอรับทุนได้

  ทุนการศึกษาระดับปริญญาโท
ผู้สมัครควรจะอายุไม่เกิน 30 ปี สำเร็จการศึกษาระดับปริญญาตรี (4 ปี) หรือเทียบเท่า จากมหาวิทยาลัยหรือสถาบันอุดมศึกษาที่ได้รับการรับรองวิทยฐานะ ผลการเรียนดี มีทักษะภาษาอังกฤษในเกณฑ์ดี เป็นผู้ที่มีสุขภาพร่างกายและจิตใจสมบูรณ์ มีบุคลิกภาพที่เหมาะสม

  ทุนการศึกษาระดับปริญญาเอก
ผู้สมัครควรจะอายุไม่เกิน 35 ปี สำเร็จการศึกษาระดับปริญญาโทหรือเทียบเท่าในสาขาวิชาที่เกี่ยวข้องกับหัวข้อการทำวิจัยปริญญานิพนธ์

ผลการเรียนดีทั้งระดับปริญญาตรีและปริญญาโท มีทักษะภาษาอังกฤษในเกณฑ์ดี เป็นผู้ที่มีสุขภาพร่างกายและจิตใจสมบูรณ์ มีบุคลิกภาพที่เหมาะสม  เขียนโครงร่างหัวข้อปริญญานิพนธ์ ความยาวไม่เกิน 5 หน้า

นอกจากนี้ผู้สมัครต้องมีทักษะภาษาเยอรมันดี KAAD อาจให้ทุนเป็นค่าเล่าเรียนหลักสูตรเตรียมความพร้อมภาษาเยอรมันในประเทศเยอรมนี ระยะเวลาไม่เกิน 6 เดือน

สามารถสมัครขอรับทุนได้ ยื่นสมัครภายในวันที่ 30 มิถุนายน 2556

มูลนิธิไฮน์ริค เบิลล์ (Heinrich Boll Foundation) ซึ่งเป็นมูลนิธิเพื่อการศึกษาด้านการเมือง จากประเทศเยอรมนี มอบทุนการศึกษาสำหรับนักศึกษาต่างชาติที่เข้าศึกษาต่อระดับปริญญาโทและปริญญาเอก ทุกสาขาวิชา ที่มหาวิทยาลัยในประเทศเยอรมนี

รายละเอียดของทุน
มูลนิธิฯ มอบทุนการศึกษาระดับปริญญาตรีถึงปริญญาเอกจำนวน 950 ทุนต่อปี (ระดับปริญญาตรีและโทประมาณ 790 ทุน ส่วนทุนระดับปริญญาเอก 160 ทุน) โดยไม่จำกัดสาขาวิชา

ที่ผ่านมาทุนการศึกษาส่วนใหญ่มอบให้แก่นักศึกษาสาขามนุษยศาสตร์ สังคมศาสตร์ ศิลปะและวัฒนธรรม ขณะนี้มูลนิธิเสนอทุนให้โดยเฉพาะสาขาเศรษฐศาสตร์ กฎหมาย วิศวกรรม วิทยาศาสตร์ คณิตศาสตร์ และสื่อสารมวลชน

ทุนนี้เสนอโอกาสการเรียนรู้แก่นักเรียนทั่วโลกที่เข้าศึกษาในมหาวิยาลัยของรัฐหรือสถาบันการศึกษาชั้นสูงที่ได้รับการยอมรับ (มหาวิทยาลัย วิทยาลัย หรือเทียบเท่า) ในประเทศเยอรมนี มหาวิทยาลัยที่เน้นการเรียนภาคปฏิบัติด้านวิทยาศาสตร์ประยุกต์ (Fachhochschulen) หรือมหาวิทยาลัยด้านศิลปศาสตร์ (Kunsthochschulen)

 กลุ่มเป้าหมาย
โปรแกรมทุนการศึกษาจัดสรรให้กับนักเรียนนานาชาติ กลุ่มเป้าหมายที่ได้รับพิจารณาเป็นพิเศษคือ นักศึกษาจากยุโรปกลาง/ยุโรปตะวันออก สหภาพยุโรป/กลุ่มประเทศ CIS ซึ่งเป็นรัฐอิสระต่างๆ ที่แยกออกมาจากสหภาพโซเวียตรัสเซีย ตะวันออกกลาง/แอฟริกาเหนือ กลุ่มประเทศอุตสาหกรรมใหม่ ตลอดจนภูมิภาคที่มีความขัดแย้งระหว่างกลุ่มประเทศ

มูลค่าของทุน
ระดับปริญญาโท 750 ยูโร/เดือน ระดับปริญญาเอก 1,000 ยูโร/เดือน

คุณสมบัติผู้สมัคร
-ผู้สมัครจะต้องเข้าเรียนในมหาวิทยาลัยของรัฐหรือวิทยาลัยที่ได้รับการยอมรับ (เช่น มหาวิทยาลัยเน้นภาคปฏิบัติ หรือ Fachhochschule) ในประเทศเยอรมนี ในระยะเวลาที่ให้ทุนการศึกษา
-ต้องแสดงหลักฐานให้เห็นว่าจบการศึกษาแล้วและมีความเชี่ยวชาญในวิชาชีพเบื้องต้น เนื่องจากโปรแกรมส่วนใหญ่สนับสนุนนักศึกษาให้เรียนต่อระดับปริญญาโท
-ต้องมีความรู้ภาษาเยอรมันเป็นอย่างดี และแสดงหลักฐานว่ามีความรู้ภาษาเยอรมันตามสมควร ทั้งนี้ การประชุมเชิงปฏิบัติการการเลือก ทั้งการสัมภาษณ์ การสนทนากลุ่ม ปรกติจะใช้ภาษาเยอรมัน ยกเว้นการสัมภาษณ์อาจใช้ภาษาอังกฤษในบางกรณี
-สำหรับผู้ขอทุนระดับปริญญาโทควรสมัครขอทุนการศึกษาก่อนที่จะเริ่มต้นภาคการศึกษาหรือสมัครภายในภาคการศึกษาที่ 1 (ภายในกำหนดรับสมัครขอทุน)
-งดเว้นการให้ทุนการศึกษาแก่ผู้ศึกษาในระดับปริญญาโท 1 ปี และไม่เคยได้รับการสนับสนุนจากมูลนิธิก่อนหน้านี้
-สำหรับนักเรียนต่างชาติที่ต้องการเรียนต่อระดับปริญญาเอก ต้องสำเร็จการศึกษาระดับปริญญาโทหรือเทียบเท่า และจะต้องได้รับการยอมรับในฐานะนักศึกษาปริญญาเอกจากสถาบันเยอรมันการศึกษาชั้นสูง
-ผู้สมัครขอทุนระดับปริญญาเอกซึ่งจัดทำโครงการวิทยานิพนธ์ที่เกี่ยวข้องกับขอบข่ายงานของมูลนิธิไฮน์ริค เบิลล์ จะได้รับการพิจารณาเป็นพิเศษ

เปิดรับสมัครผ่านทางออนไลน์เท่านั้น รอบแรกภายในวันที่ 1 มีนาคม และรอบที่ 2 ภายในวันที่ 1 กันยายนของทุกปี
