เป็นโครงการทุนการศึกษาระดับโลกของรัฐบาลอังกฤษ โดยอาศัยงบประมาณของกระทรวงการต่างประเทศอังกฤษและองค์กรร่วมสนับสนุนอื่นๆ ทุนชีฟนิ่งสนับสนุนการศึกษากว่า 14,000 หลักสูตรในมหาวิทยาลัยในสหราชอาณาจักรกว่า 150 แห่ง โดยจะมอบให้กับผู้ที่มีความรู้ ความสามารถโดดเด่น และพร้อมที่จะเป็นผู้นำ ที่ต้องการที่จะเรียนต่อปริญญาโท ในสาขาใดก็ได้ ที่มหาวิทยาลัยในสหราชอาณาจักร เป็นระยะเวลา 1 ปี

คุณสมบัติ

  1. เป็นพลเมืองไทย
  2. จบการศึกษาระดับปริญญาตรี GPA 3.00 ขึ้นไป
  3. ต้องมีผลสอบ IELTS overall 6.5
  4. มีประสบการณ์การทำงานจากงานประจำ ตั้งแต่ 2 ปีขึ้นไป หรือ มีประสบการณ์ฝึกงานไม่ต่ำกว่า 2,800 ชม.

ผู้ที่จะได้รับทุนการศึกษาชีฟนิ่งจะต้องมีสัญชาติไทยมีประวัติการศึกษาดีเด่นและสามารถแสดงศักยภาพความเป็นผู้นำได้โดยจะได้รับทุนไปศึกษาต่อระดับปริญญาโทในมหาวิทยาลัยชั้นนำของอังกฤษเป็นเวลา 1 ปีและได้ร่วมอยู่ในเครือข่ายศิษย์เก่าทุนชีฟนิ่งกว่า 44,000 คนทั่วโลกซึ่งล้วนแล้วแต่เป็นบุคคลสำคัญ

ในปี 2559/2560 นี้รัฐบาลอังกฤษมอบทุนการศึกษาประมาณ 1,500 ทุนทั่วโลกโดยในจำนวนนี้เป็นทุนสำหรับนักศึกษาไทย 30 ทุน ทุนการศึกษาเหล่านี้แสดงให้เห็นว่ารัฐบาลอังกฤษทุ่มเทเพื่อพัฒนาเด็กรุ่นใหม่ที่จะเป็นผู้นำของโลกในอนาคต

นายไมเคิล สก็อต-ไคลน์ ผู้อำนวยการสำนักงานชีฟนิ่ง ระบุว่า:

ทุนชีฟนิ่งคือเครื่องหมายแห่งเกียรติยศที่มอบให้แก่ผู้ที่เราคัดสรรแล้วว่ามีคุณลักษณะในการจะเป็นผู้นำที่มีอิทธิพลบนเวทีโลก ผู้รับทุนไม่เพียงแต่จะได้รับการศึกษาระดับชั้นนำของอังกฤษเท่านั้น แต่ยังจะได้ร่วมอยู่ในเครือข่ายอันทรงพลังของศิษย์เก่าทุนชีฟนิ่ง เจ้าหน้าที่กระทรวงการต่างประเทศอังกฤษ มหาวิทยาลัยชั้นนำซึ่งประกอบด้วยอังกฤษ และองค์กรผู้ร่วมสนับสนุนทุนด้วย นักศึกษาทุนชีฟนิ่งจะทั้งได้รับประโยชน์และร่วมสร้างประโยชน์แก่วงสังคมนี้ไปตลอดชีวิต ผมยินดีอย่างยิ่งที่ได้ประกาศเปิดรับสมัครทุนชีฟนิ่งปี 2559/2560 นี้ และขอสนับสนุนให้บรรดาผู้นำทั้งรุ่นเล็กและรุ่นใหญ่ได้ร่วมสมัครทุนชีฟนิ่งกับเราวันนี้ นี่อาจจะเป็นการตัดสินใจที่ดีที่สุดในชีวิตคุณเลยก็ได้

ข้อมูลเพิ่มเติม
ทุนชีฟนิ่งเป็นทุนของรัฐบาลอังกฤษ โดยอาศัยงบประมาณของกระทรวงการต่างประเทศอังกฤษและองค์กรร่วมสนับสนุนอื่น ๆ ผู้สมัครที่สามารถแสดงศักยภาพในการเป็นผู้นำในอนาคต กล้าตัดสินใจ และเป็นผู้นำทางความคิด จะได้รับโอกาสไปศึกษาต่อปริญญาโทในมหาวิทยาลัยอังกฤษเป็นเวลา 1 ปี
ทุนการศึกษานี้ครอบคลุมค่าใช้จ่ายรายเดือน ค่าเดินทางไปและกลับจากอังกฤษ ค่าเล่าเรียน ค่าเตรียมตัวเมื่อเดินทางถึงอังกฤษ ค่าใช้จ่ายสำหรับการทำวิทยานิพนธ์ รวมทั้งค่าใช้จ่ายสัมภาระส่วนเกินในการโดยสารเครื่องบิน

ผู้สมัครทุนชีฟนิ่งในประเทศไทยต้องมีคุณสมบัติดังต่อไปนี้:

– มีสัญชาติไทย
– มีความตั้งใจจะเดินทางกลับประเทศไทยเมื่อสำเร็จการศึกษา
– สำเร็จการศึกษาระดับปริญญาตรีด้วยคะแนนอย่างน้อยเทียบเท่าเกียรตินิยมอันดับ 2 ขั้นสูง (Upper second-class honours) ตามระบบอังกฤษ หรือเกรดเฉลี่ยไม่ต่ำกว่า 3.0
– มีประสบการณ์ทำงานอย่างน้อย 2 ปี หรือประสบการณ์ฝึกงานเฉลี่ยรวมไม่ต่ำกว่า 2,800 ชั่วโมง
– ได้คะแนนการสอบวัดระดับภาษาอังกฤษ IELTS ไม่ต่ำกว่า 6.5
– ผ่านเกณฑ์การรับวีซ่าจากสถานเอกอัครราชทูตอังกฤษในประเทศไทย
– ได้รับการตอบรับโดยไม่มีเงื่อนไข (unconditional offer) จากมหาวิทยาลัยที่ยื่นสมัคร

ทุนการศึกษาชีฟนิ่งริเริ่มตั้งแต่ปี 2526 และได้พัฒนาจนเป็นทุนการศึกษาชั้นนำระดับโลก ผู้ได้รับทุนชีฟนิ่งนั้นมาจากกว่า 160 ประเทศและดินแดนทั่วโลก (ยกเว้นสหรัฐอเมริกาและสหภาพยุโรป) ในปี 2558/2559 มีผู้ได้รับทุนไปกว่า 1500 ทุนทั่วโลก ศิษย์เก่าทุนชีฟนิ่งมีอยู่กว่า 44,000 คน ซึ่งต่างเป็นส่วนหนึ่งของเครือข่ายศิษย์เก่าที่ทรงอิทธิพลและมีชื่อเสียงอย่างสูงในโลก

รัฐบาลสหราชอาณาจักรเปิดรับสมัครทุนชีฟนิ่งประจำปีการศีกษา 2556/2557โดยทุนชีพนิ่งนี้ให้แก่ผู้ที่ต้องการศึกษาต่อในระดับปริญญาโท ณ สหราชอาณาจักร เป็นเวลา 1 ปี  ผู้สนใจสามารถศึกษาข้อมูลเพิ่มเติมได้ที่ เว็บไซต์ www.chevening.org โดยสาขาที่เปิดมีการปรับเปลี่ยนในแต่ละประเทศ  ผู้ประสงค์จะสมัครขอรับทุนควรตรวจสอบจากหน้าเว็บไซต์ ก่อนยื่นสมัครรับทุนภายในวันที่ 2 มกราคม 2556

กระทรวงการต่างประเทศสหราชอาณาจักรเผยว่า “ทุนชีฟนิ่งให้โอกาสสำหรับผู้นำในอนาคตเพื่อสร้างเครือข่ายทั่วโลก พัฒนาศักยภาพของคนให้สามารถเสริมสร้างความร่วมมือทางสังคม วัฒนธรรม การศึกษา และการค้ากับสหราชอาณาจักร  ปีนี้เราได้เปิดตัวเว็บไซต์ www.chevening.org  และหวังว่าจะทำให้การสมัครทุนสะดวกยิ่งขึ้น”

ทุนชีฟนิ่งเป็นโครงการทุนการศึกษาทั่วโลกของรัฐบาลสหราชอาณาจักร สนับสนุนโดนกระทรวงการต่างประเทศและองค์กรพันธมิตรทั่วโลก ในปีการศึกษา 2556/57 นี้รัฐบาลสหราชอาณาจักรตั้งเป้ามอบทุนการศึกษาทั้งสิ้น 700 ทุนทั่วโลก โดยคณะกรรมการจะพิจารณาจากผู้สมัครที่โดดเด่นในด้านศักยภาพความเป็นผู้นำ ทั้งนี้ทุนชีฟนิ่งมีวัตถุประสงค์ในการสนับสนุนนโยบายต่างประเทศที่สำคัญของสหราชอาณาจักร โดยการสร้างความสัมพันธ์อันดีกับผู้นำในอนาคต อันจะมีบทบาทสำคัญในการตัดสินใจระดับประเทศต่างๆ ทั่วโลกต่อไป

ทุนชีฟนิ่งเริ่มต้นขึ้นในปี 2526 จนมีชื่อเสียงในระดับสากล โดยมีนักเรียนทุนมาจาก 116 ประเทศทั่วโลกและมีทุนการศึกษาที่ได้มอบไปแล้วจำนวนทั้งสิ้น 700 ทุนในช่วงปี 2554-2555 ศิษย์เก่าชิฟนิ่งมีจำนวนกว่า 41,000 คนทั่วโลก ซึ่งมีชื่อเสียงและเป็นที่ยอมรับในความสามารถและการทำงานในระดับโลก

ในการคัดสรรผู้รับทุนนั้น คณะกรรมการของสถานทูตอังกฤษในแต่ละประเทศทั่วโลกจะพิจารณาจากผู้สมัครที่โดดเด่นในด้านศักยภาพความเป็นผู้นำ สำหรับบางประเทศอาจจะมีองค์กรพันธมิตรเข้าร่วมสนับสนุนและพิจารณามอบทุนด้วยกัน

ศิษย์เก่าทุนชีฟนิ่งประสบความสำเร็จและมีชื่อเสียง อาทิเช่น นายอรรคพล สรสุชาติ อดีตโฆษกประจำสำนักนายกรัฐมนตรีประเทศไทย บอลด์วิน สเปนเซอร์ นายกรัฐมนตรีประเทศแอนติกา  บาร์บูดา อาโนเต ตอง ประธานาธิบดีแห่งคิริบาส  เซอร์จี สตานิเชฟ อดีตนายกรัฐมนตรีบัลแกเรีย  อัลวาโร อูริเบ เวเลซ อดีตประธานาธิบดีโคลัมเบีย มาเร็ค เบลก้า อดีตนายกรัฐตรีแห่งโปแลนด์ และ กีกา มกาโลบลิชวีลี อดีตนายกรัฐมนตรีเจอร์เจีย เป็นต้น
